We have specialist commercial and technical knowledge about our products and the international tobacco trade. Regulators should draw on our expertise when they are considering tobacco regulation. We seek constructive dialogue with regulatory authorities in order to support reasonable, proportionate and evidence based regulations.

We are a responsible, legitimate business. We are not willing to accept regulation that is flawed, unreasonable or disproportionate, or regulation that is not based on sound legal foundation. We will continue to vigorously oppose such regulation in order to protect our business and defend the rights of our consumers.

We believe that tobacco products are for adults and support the enforcement of legal minimum age restrictions by the appropriate authorities for the purchase of tobacco products.
We are committed to promoting and selling our products responsibly, within the regulations and requirements of the countries in which we operate. We encourage governments to respect the principles of adult choice and freedom of competition when regulating tobacco products.

Regulatory Management of the Tobacco Market in Ukraine

The Ukrainian tobacco market is one of the most regulated markets in the world. The main legislation regulating operations of the tobacco industry is the Tax and Customs Codes of Ukraine; Law of Ukraine “On Governmental Regulation of Production and Circulation of Ethyl Alcohol, Cognac and Fruit Spirit, Alcohol Beverages and Tobacco Products”; Law of Ukraine “On Measures Aimed at Preventing and Reducing Consumption of Tobacco Products and Their Harm to Human Health”; Law of Ukraine “On Advertising”; the National Earmarked Program on Decreasing the Impact of Tobacco on Public Health by 2012, etc.

Furthermore, the tobacco market is regulated by executive orders and the respective instructions of central executive bodies. Today, there are 100 legislative documents regulating the Ukrainian tobacco market – one of the highest indicators among all economic branches in Ukraine.

On June 29, 2004, Ukraine signed a Framework Convention of the World Health Organization (WHO) on Tobacco Control. In spring 2006, the Verkhovna Rada of Ukraine ratified this document. According to the Convention, Ukraine has implemented and continues to implement provisions of the document, namely, on tobacco product marking, advertising, fighting illegal circulation of tobacco products, etc.
